Governments at all levels, including national, state, and local, purchase a large amount of fuel, cement, steel, and electricity. They also operate planes, trucks, cars, and other vehicles. This gives them the opportunity to promote new technologies in the market at a low cost, especially when considering the positive impact on society. For example, the defense department can buy low-carbon fuels for planes and ships, and state governments can use low-emissions cement and steel in construction. Utilities can invest in long-lasting storage. Every decision-maker in the government should aim to buy environmentally friendly products, considering the cost of its effects on the environment. This approach is not a new concept and it was used to help the growth of the internet. There was public funding for research and development, as well as a committed buyer, the U.S. government, who was ready to use the technology.
