Governments need to quickly replace old, fossil fuel-powered equipment like power plants and cars with more efficient ones. Building power plants can be expensive and the cost is only low if it's spread over a long time. So, utility companies and their regulators are hesitant to shut down a functioning power plant that still has a lot of time left. Incentives, such as tax breaks or regulations, can help make this happen faster.
